How do I move around the binary viewer to place someone out of my holding tank?

When you look at your binary view report, you will see arrows below each icon. You use those arrows to navigate. The arrows that point down and left or down and right move to the lowest position in that direction. The arrow that points up at an icon will move that binary position to the top of the current view. Once you've started moving down the binary, you will see the binary tree on the left side growing. You can click on any name in that tree to put that position at the top of the view as well.

Once you see an open position you want to fill, click the name in the holding tank, and then click the position in the binary where you want to effect placement.  The system will ask you to confirm.
